Frameworks CDC is proud to offer both affordable and market rate apartments for rent in the Westgate Boulevard area of South Austin. We own a total of 20 rental units, including 1 and 2 bedroom apartments offering a variety of features and amenities.

Applicants for our affordable units will need to meet program requirements such as demonstrating that their household income is between certain limits, in addition to the standard residential selection criteria.
Applicants for our Market units will also need to meet program requirements such as demonstrating their minimum monthly gross income is at least twice the monthly rent, in addition to the standard residential selection criteria.

Rental Application Process
This application and screening process applies to all applicants. Units are leased on a first come, first qualified basis.
Each applicant 18 years of age or older must:
- Complete a separate application and list all proposed occupants on each application.
- Pay a separate application fee of $100, a processing fee, and submit all required documents.
- Provide government-issued photo identification such as a driver’s license.
Occupancy Standards
1 Bedroom Unit: 3 occupants or less
2 Bedroom Unit: 5 occupants or less
Pet Fee and Deposit
Pet Fee: $300 per pet (non-refundable)
Pet Deposit: $350 per pet (refundable)
Providing Documentation
Applicants who choose to apply online must upload all required documents and identification in the PDF file format in order to complete their online application. We cannot accept photographs or screenshots of documents.

How to Qualify for an Affordable Apartment
To qualify for an affordable unit, applicants must meet program-specific income requirements in addition to all other residential selection criteria. The rental rate we charge for these properties and the household income of prospective residents are both limited.
Maxmium Income – Gross annual household income must not exceed 50% of HUD’s median family income
Minimum Income – Net (take-home) monthly income must be at least 1.5 times the rent amount

How to Qualify for a Market Rate Apartment
There is no maximum income limit to qualify for a market rate unit, but applicants will still need to meet the minimum income limit and the rest of our residential selection criteria.

Our Rental Properties
Our affordable and market rate rental units are located on W Wind Trail, in the Westgate Boulevard area of South Austin.
Most of our properties have been recently renovated, including new kitchen appliances, counter tops, and cabinets. Before a new tenant moves in we go through an extensive process of cleaning and repairs to ensure that our properties are safe, functional, and welcoming.
Frameworks Community Development Corporation provides Bi-monthly and Quarterly Pest Control Services for its residents. Tenants are required to pay a shared cost monthly. The current monthly cost is $20.42, which will vary as cost changes by its Pest Control Service provider. The Pest Control fee will be conveyed on the monthly rent statement.
We maintain a strict tobacco-free policy at all Frameworks CDC properties. Tobacco use is not permitted indoors or in the outdoor common areas.

Income Requirements for All Applicants
- Proof of income from all sources, and recent Federal Tax Returns are required for all applicants 18 years of age or older
- Co-signers and guarantors are not accepted
- Both employment and monthly income must be verifiable to our satisfaction
- We do accept Housing Choice Vouchers, formerly known as Section 8 Vouchers, but the voucher is not considered income and should not be listed as a source of income
- Persons not counted as household members for the purpose of determining income include:
- Children who are subject to a shared-custody agreement in which the child resides with the applicant’s household for less than 50 percent of the time
- Children being pursued for legal custody or adoption who are not currently living with the household
- Children who are unborn
Zero Income Prospective Residents
- Prospective residents who are 18 years of age or older and are not earning income to be contributed to the annual household income must compete a Zero Income Certification Form.
- Prospective residents who are 18 years of age or older who are students must provide proof of enrollment. A paid tuition statement is required if a semester is in-session, to document attendance.
Occupancy Standards
- Household size is defined as all individuals who will be occupying the home
- The total number of occupants must comply with our occupancy standards
- If two people are a “couple” regardless of marital status, then both people must be included on each application
- A couple in the process of a divorce or separation must submit proof of filing in order to apply separately
Pet Policy
- A non-refundable fee of $300 per pet is required
- A refundable deposit of $350 per pet is required
- Only two (2) pets per unit are allowed
- Only cats and dogs, no other pets are allowed
- Certain dog breeds or mixed breeds are not allowed
- Each animal must weigh less than 35 lbs when fully grown
- A picture of the pet(s) and current vaccination records are required
