About Frameworks Community Development Corporation

Frameworks Community Development Corporation, Inc. (Frameworks CDC) is a 501(c)3
HUD-approved non-profit housing counseling agency located in east Austin serving the
greater Central Texas area.  Formed in 2004 as a nonprofit community development
corporation, Frameworks was granted its 501(c)3 in March of 2005 and subsequently
received its HUD approval.

In June of 2005, Frameworks launched an affordable housing and community
redevelopment initiative in the greater central Texas region.  One of its chief strategies for
increasing homeownership among low-to moderate income families was to provide
financial literacy education and homeownership education to potential homeowners to
overcome barriers to obtaining affordable and safe housing.  Frameworks CDC started
its
Home of Your Own:  Keys To Homeownership program in June of 2005.  

Realizing that many homeowners were entering into exotic, subprime and in many cases
outright predatory loans, Frameworks started a
loss mitigation and foreclosure
intervention program
in February 2006.  It wasn't until late 2007 that the mortgage crisis
really started having an impact and by late 2008 many families were seeking help and
relying on organizations such as Frameworks to help them with their mortgage woes.  
Currently,
Frameworks is helping hundreds of families facing mortgage delinquency
and/or foreclosure
while still assisting hundreds more who are interested in purchasing
a home.

Frameworks is also currently working with several major banks and with the
Neighborhood Stabilization Program to acquire foreclosed homes to resale these homes
to low and moderate income families to help stabilize communities torn apart by
foreclosures.
 Frameworks CDC has acquired several foreclosed home in communities
with high foreclosure rates for rehabilitation and resale to working families to help
strengthen communities.


Mission Statement

Expand opportunities for low-to-moderate income families of the greater Central Texas
area to obtain affordable housing by constructing, rehabilitating, preserving and providing
decent, safe, and sanitary housing for these families, to combat the deterioration of the
community and contribute to its physical and economic improvement, and to provide
home-purchasing (pre-purchase, post-purchase and foreclosure prevention) education
and counseling, financial literacy, and credit education.

Executive Director

Joyce McDonald
is the Executive Director and co-founder of Frameworks Community
Development Corporation
.  Under her direction, the organization has partnered with
major banks to provide loans to the underserved markets including low-to-moderate
income households and minorities.  The financial literacy program is taught at high
schools, colleges, community centers and other institutions throughout the community.  
She has been certified by
NeighborWorks America for “Homebuyer Education and
Counseling” and “Combating Predatory Lending”.

Joyce McDonald graduated from New York Institute of Technology with a bachelor of
science in Business Administration with a major course of study in Finance and minor
course of study in Economics in 1993.  In 1993, she was also inducted as a lifelong
standing member of the Omnicron Delta Epsilon Society for Economists.  Her
background includes twenty years of experience in the securities and banking industry.
She worked for various banking and financial institutions including Dean Witter Reynolds
and Shearson Lehman Brothers, well know names in the finance world.  

Ms. McDonald continues to devote her time and energy to planning and structuring
Frameworks CDC to fill a void of financial knowledge for low and moderate-income
families as well as help prepare these same working class families to become
successful homeowners. Her goals for young people are to provide the knowledge
needed to promote sound financial decision making and increase their opportunities to
achieve long-term economic stability.  Her desire is to see the community continue to
grow with stable and prospering families who have the skills needed to develop wealth.
